Rule 26
Single point service center
(1) A single point service center shall be operated in the department for the purpose of timely provision of services and provision of services mentioned in sub-section (1) of section 37 of the Act.
(2) The Director General of the Department shall act as the Head of the Single Point Service Centre.
(3) The Single Point Service Center shall have representation from the following agencies:- (a) Ministry of Finance,
(b) Ministry of Industry, Commerce and Supply,
(c) Ministry of Power, Water Resources and Irrigation,
(d) Ministry of Home Affairs,
(e) Ministry of Land Management, Co-operatives and Poverty Alleviation,
(f) Ministry of Physical Infrastructure and Transport,
(g) Ministry of Forests and Environment,
(h) Ministry of Labour, Employment and Social Security.
(i) Nepal Rashtra Baidt,
(h) Nepal Electricity Authority,
(k) Nepal Telecommunication Authority,
(l) Other government agencies deemed necessary by the Government of Nepal.
(4) To operate and manage the single point-of-service center, the center shall have the following units as required:-
(a) Foreign Investment and Technology Transfer Unit,
(b) Industry Registration and Permitting Unit,
(c) Environment and Technology Unit,
(d) Administration and Facilities Unit,
(e) Law Unit,
(f) Foreign Exchange Facilitation Unit, (g) Tax and Customs Facilitation and Duty Collection Unit,
(h) Visa Facilitation Unit,
(i) Land Facilitation Unit,
(h) infrastructure unit,
(k) Company Registrar Unit,
(l) Labor and Business Security Unit.
(5) Except as otherwise mentioned in the existing law, the employee who is assigned to the single point service center shall represent the agency. The agency that assigns such employees should provide the authority to the assigned employees so that the decision to be made by the agency can be made by the employees who are assigned in that way.
(6) If any decision should be made by the relevant ministry or agency in accordance with the prevailing law and not by the staff working at the single point service center, the single point service center shall send a request for that decision to the relevant ministry or agency.
(7) According to sub-rule (6), if there is a request for a decision from a single complaint service center, the respective body shall give a high priority and make a decision quickly.
